Speaker:
Bill Seed has spent over 27 years in the construction related industry, 19 years specifically dedicated to health care. He earned his Bachelor of Science in Mechanical Engineering from the University of Akron, Ohio in 1990. Bill served 3 years as a Director of Facility Management at a large hospital, 5 years as Project Manager with a national Construction Management firm, 8 years as Director of Eastern States construction projects for a major for profit national health care company and the past 3 years overseeing all construction and design activities For UHS. For the past three years Bill has managed over $2 Billion of construction programs for Universal Health Services spanning much of the United States. He and his staff of 16 currently oversee over 75 projects in the construction or development phase valued over $750 Million. Bill facilitates the entire construction process from concept to completion, beginning with feasibility analysis to Master Planning and finishing with regulatory certification and move in. His goal is to provide a fully functional facility within a cost effective budget. In the past year Bill and his various teams have deliver over 150 new Behavioral Health beds including a green field campus in Arkansas. Additionally, he has delivered 2 replacement Acute Care hospitals, a 160 bed addition and numerous smaller facility enhancements.
Abstract:
How can we do a better job of predicting our real project cost and deliver for that prediction or better? How does an owner make value decisions in an environment with actual market tested prices? How can Capital costs be reduced by up to 10-20% without impacting program delivery?
The TVD Value proposition:
Actual project experience shows how Target Value Design (TVD) has been applied in design and construction phases for exceptional results.
TVD is not just about first costs. This session will describe the TVD methodology and share case studies from design and construction phases. Owners and Managers will understand a consensus building structure that enables higher team performance; Design and Construction partners will understand how to synergize their evolving roles.
Program will outline Target Value Design Methodology and include Case Study: (Texoma medical Center was delivered 10% below cost and 4 months ahead of schedule through these techniques)

We cannot keep costs reasonable and caterers cannot plan their food without sufficient notice.

Lean Construction Institute (LCI)
The Lean Construction Institute (LCI), a non-profit research organization, was founded in August 1997. LCI's purpose is to develop and disseminate new knowledge regarding the management of work in design, engineering and construction for capital facilities. LCI has developed the Lean Project Delivery System© (LPDS), and the Last Planner® System of production control. Lean Construction is a production management-based approach to project delivery - a new way to design and build capital facilities. Lean production management has caused a revolution in manufacturing design, supply and assembly. Applied to construction, Lean changes the way work is done throughout the delivery process. Lean Construction extends from the objectives of a lean production system - maximize value and minimize waste - to specific techniques and applies them in a new project delivery process extending from project definition through design, supply and assembly.
The Los Angeles Area Community of Practice is being developed to provide local lean support to owners, architects and designers, engineers, contractors, specialty contractors and suppliers who are doing business in the LA Area. We invite project delivery team members to meet together as a Community of Practice to learn, share and develop a lean community in the LA Area.
